The Region of Waterloo Affordable Housing Development consists of two residential buildings connected by a shared below-grade parking structure. Building A is a 9-storey residential tower containing 163 suites, while Building B is a 16-storey tower containing 215 suites, for a total of 378 residential units across the development.
The project is designed to achieve LEED® Silver certification and Net-Zero Carbon performance, reflecting a strong commitment to energy efficiency and sustainability.
Residential suites and amenity spaces are conditioned through 4-pipe fan coil units connected to a central heating and cooling plant. The central plant is comprised of high-efficiency cold-climate 4-pipe air-source heat pumps with 100% heat recovery capability, enabling simultaneous heating and cooling throughout the development while maximizing energy efficiency. High-efficiency condensing boilers provide supplemental heating during peak winter conditions and serve as a backup heat source to ensure reliable operation under all weather conditions.
Ventilation for residential suites is provided through high-efficiency energy recovery ventilators (ERVs) integrated with the suite fan coil systems. Common areas, amenity spaces, and support areas are served by dedicated standalone high-efficiency ERV units.
The domestic hot water system is generated by CO₂-based air-source heat pumps, offering a highly efficient and low-carbon solution for water heating. Electric resistance boosters are provided to satisfy peak hot water demand and ensure reliable operation during periods of high usage.
The all-electric heating and domestic hot water strategy significantly reduces operational greenhouse gas emissions and supports the project’s Net-Zero Carbon objectives, while providing residents with a comfortable, healthy, and resilient living environment.
